Retiring Lambdas with a restore path

Retiring functions is easy; retiring them safely is a sequence. Archive the code and configuration first, verify that the archive restores, delete, and keep the restore script next to the archive.

A first pass took out the obsolete functions, a second the ones on runtimes long past end of life, and the few active ones were upgraded.
